Where to eat in and near Shibuya

Right in Shibuya, Vegan Izakaya Masaka (basement of Shibuya PARCO) is fully plant-based — no meat, fish, eggs, dairy or honey — so the fish-dashi trap simply does not apply; it is a reliable plant-based anchor when you want a relaxed bowl and small plates together.
